Seek ID China Stamp

Very difficult to read, possibly a revenue.
Any assistance welcomed. Exhausted my revenue search of 100's.

However
Many thanks to the gentleman concerned.

First of all this is one stamp not two. One image in yellow is the original colour while the other is in the complementary colour maybe trying to get an easier reading.
This can be classified as revenue stamp but not official. It was issued in 1928-29 by the Anti-Japanese Association of Commercial Businesses in Tientsin City. In the oval frame the words say "Type 2 Pass". Guess only goods paid for this fee were allowed to go into trading. Japanese goods were obviously not allowed.
Face value 0.4c.
