hidden sheet counter numbers

Hello,

does anyone know, why the chinese post printed hidden sheet counter numbers onto the left or right corner stamp of a sheet.
This hidden number replaced the standard black number on the sheet margin.
Is there more information on this numbers ? such as print place .....
So happend by end of the year 1999 until year 2002. later on every stamp was marked with this number visible only under uv-light.

Any informaton are very welcome

Current new issues editor (includes PRC) for CSS is William Wise at william.wise@cox.net
Current Librarian for CSS is Hugh Lawrence at hugh.lawrence@att.net
