Hi Rodi This is a Manchurian Local Overprint from Mu Tan Kiang (Kirin - now Jilin) A hard black, four character "Republic of China" overprint, each stamp is surcharged (50f temporary use) and has a "Mu" character in brackets at the bottom. Thanks for the image. Even more curious as the letter was bound for Germany and not China. The logic of this escapes me, would a Kwantung postal worker allow a letter to pass through the Dairen postal system with Chinese stamps any more than a Chinese postal worker would allow a letter to pass throu...
